tiki 38 through french canals

Would it be at all possible to bring a tiki 38 through the French canal system from English channel to the Mediterranean. Alternative route would be The Rhine to the Black Sea. Also regarding "International Certificates of Competence with coastal and inland endorsements  is it necessary to have this certification and if so how does one obtain them? I have bee around boats and sailed coastal for 20 years. Cheers Pat
