Ian, I made my hatches (I think) 19x24 inches in order to do sliding hatches and a dodger similar to Rory's. I plan on doing a lot of ocean sailing with Beto and want to at least attempt to stay dry! Plus, my new girlfriend will like being able to be out of the wind.
Are those hatches about half size? I have just been through two weeks of hard work getting the paint on my 21, and have only a faint idea of how much work goes into actually building those hulls. Well done, a great job.
Can I make a modest suggestion. If you've not already tested this, please get a deck tent, sleeping bags, a kit bag full of clothes, a stove and some food. Try packing that through your hatches. Push that kit down into the spaces. Clearly your forward hatches are going to help here. I've limited experience, so others should comment here too, but I found I needed to push stuff down toward the bow, and then get to it when I hadn't planned to. Access is key here. You may have already done all of this, if so, accept my apologies for this.
Please be sure before you finish that beautiful boat, that those hatches are what you need. I look forward to seeing the pictures when finished. All the best and I'm interested in your designs.

Ian, the hatches are roughly half size. Thanks for the encouraging words! I plan on having Beto finished around march/april of next year and going sailing for a year (or longer). I have a blog documenting the whole build up to this point that you can check out. Once I'm cruising her, I plan on updating the blog a lot with pictures and commentaries to encourage more folks to go with the 21. I think she is plenty big, as I have lived out of the back of my Toyota Pickup truck a lot while traveling!
