Tape over fillets

Following lots of builds and seeing that more builders are going to the extra trouble of putting fiberglass tape over fillets even though the JWD plans don't call for it (except for the keel). I can see the logic of this, but has anyone actually had a significant fillet failure in the life of a boat, or, do such failures occur with any frequency that would justify the overspec tapes?
