I heard about this. The EU putting proposals to the RCD wanting to enforce into the build some form of an escape hatch for multihulls, should the vessel become inverted. The whole concept dose not seem too seaworthy to me and seriously compromises the structural integrity of the hull. Bureaucracy gone mad if you ask me!

Seen from the structural side:

I think it is possible to strengthen every hole in this way so that this area becomes stronger than it was before without hole.

No doubt they also take the water pressure off the hatch. . .Making way in any sort of seas, that hatch would be buried occasionally.

In any kind of seas it would have to at least meet the linear model and tolerate 15 tonnes of pressure per square meter. That is a deck hatch, I'd fail it instantly!

If the hatch glas breaks, its not a problem to the structure of the hull.
For the hatch: You can find deck hatches which can take more pressure than the ply skin of the ship can take itself.
..of cause every ship can have her wave, no doubt: http://img690.imageshack.us/img690/9857/seeschlaglochimbug.jpg
