I built a stern light/solar panel mount out of some Joubert okume left over from rudder building. I'm using Hella LED lights.

What's the metal ball for? For mounting and positioning the solar panel?

Yes, it's for the solar panel.

I had to make two extra aluminum support bars for the panel; if I had used the next size ball mount, I might have avoided the extra bars. These mounts are marine-grade aluminum with a rubberized coating.
