Wade,

I doubt it, as most Okinawans tend to hang on to things until they no longer hold value.

The design painted on the sides are the same as a tour boat company that operates out of the same port, so it may still belong to the company, rather than an individual. Also, the script on the pod references "beauty" and "scuba."  I cannot make out the other characters without going back in person to look. 

If I do make it back to the area in the next few weeks I'll ask around.
