I don't know what it is I am missing... but I can't wrap my head around the details of this... maybe I am over complicating it but It looks like the wind would just push it down and the stronger the wind the further down it would go. I'm guessing it swivels but I can't tell from any of the pics I've seen.

It swivels on a vertical axis to position the vane into the wind, when you have chosen your route.

It is not the stronger the wind but the further from the choosen route you are. Then, with connected lines it will correct the rudders with the trim tab.
Its a wharram design too. But I still have to test it. It is a nice artifact anyway ;)

Oh yes. You need the plans. It is not that easyto build. But its fun.

Thanks for the info! Looks like stitch and glue? Is it all 6mm ply or hardwood as well?

It's mainly hardwood. The thing has to be strong. The box under got glued to the rear beam.

So How did it work? Learn anything helpful? I think I'll have to scale mine down for a Tiki 21

I did not try it yet. It still stored in the rear compartment. But it is fun to build anyway ;o)

what size ply did you use for the vane/paddle? just now finishing my up from sapele.
